The real problem

The same five things, over and over

This is what comes up on almost every first call. If two or more of them sound like you, capability was never the thing holding you back.

You opened the tender document and closed the laptop

Forty pages of schedules, a response template that doesn't match how your business is structured, and a close date on Friday at 2pm. So it went in the too-hard pile, same as the last one.

You submitted once and never found out why you missed

Most agencies will give you a debrief if you request one. Hardly anyone requests one. So the same three points get dropped on the next submission, and the one after that.

The compliance schedule wants documents you don't have

SWMS, a safety management plan, currencies of insurance, a WHS policy, evidence of a quality system. You run a safe site. You just never wrote it down in the format a procurement officer needs to see it in.

You turn over real money privately and none of it counts

An evaluation panel can only credit what's evidenced. Twenty years of word-of-mouth work with no referee statements and no project schedule scores the same as a business that started last March.

A competitor half your size is on the council panel

They're not better tradesmen than you. They filled in a form three years ago that you didn't know existed, and they have been getting the phone call ever since.

Government buying is a process with rules. Once you can see the rules it stops being mysterious and starts being winnable.

Panels score criteria, not reputation

A panel sits down with a scoring matrix and a stack of submissions. They award points against written criteria, and must defend every score if the outcome is challenged. Being well known in your region is worth nothing in that room. Being cheapest is worth less than people assume: price is a fraction of the weighting, and the rest sits in capability, methodology, local benefit and risk.

Prequalification is an admin gate, not a skills test

Queensland Government building work over $1 million requires prequalification through the PQC System. That extends to key trade and specialist contractors: electrical, air conditioning, demolition, asbestos removal, security and fire protection. The gate is a QBCC licence with an adequate maximum revenue, minimum net tangible assets, and a current ratio of at least 1:1. It's an accounting and documentation exercise. Nobody assesses whether you are good at the job.

One-off attempts never compound

A business that bids once a year starts from scratch every time. A business that bids monthly has a live capability statement, current referee statements, a priced rate schedule, and a debrief file telling it exactly where it lost last time. The second business wins more often, and it isn't because they are better on the tools.

The bit people miss:

An evaluation panel can only score what is written in front of them.

Not your reputation, not the job you did for their facilities manager in 2019, and not how good you are on the tools. Only what is in the submission.

How it works

What working together actually looks like

The honest version, including how much of your time it costs. Your time is the scarce resource here, not ours.

  1. Phase 115 minutes on a call, 20 minutes of digging

    Eligibility review

    We work out what you can bid for today, what you could bid for in three months, and what is out of reach. That means your licence class and maximum revenue, insurances, financials and completed work. Some businesses leave this call knowing they need six months of groundwork first. We would rather say so than take your money.

    You end up with: A written eligibility summary and a shortlist of realistic targets.

  2. Phase 2Around 3 hours of your time

    Readiness build

    We build the document kit and lodge the register applications. Most of that time is us interviewing you and chasing paperwork. You will be asked for things you have not looked at in years — old project details, referee contacts, plant lists, certificates of currency. This phase is unglamorous. It is also where most of the difference gets made.

    You end up with: Capability statement, compliance kit, and submitted register applications.

  3. Phase 3About 45 minutes per bid

    First submissions

    We start matching opportunities and writing. For each one you get a go / no-go recommendation, then a one-hour interview if it is a go, then a draft for your review. You are checking accuracy and pricing. You are not writing. Most clients bid on two to four opportunities early on, and three good bids beat twelve rushed ones every time.

    You end up with: Submitted responses, tracked deadlines, and a live bid register.

  4. OngoingAbout 30 minutes a month

    Monthly follow-up

    From here it settles into a rhythm. Every result gets a debrief request. A win tells you what to repeat; a loss tells you which criterion scored badly, which is worth more in the long run. Once a month we go through what has opened and what is worth bidding. Each submission takes less effort than the last.

    You end up with: A live bid pipeline and an improving hit rate.

Is this worth your time?

Putting an unprepared business into a competitive tender wastes a week of your time and ours, and it teaches you nothing. So it is worth being blunt about who this suits.

Yes, if

  • You hold a current QBCC licence, or your trade does not require one and you are properly insured
  • You have traded long enough to have two years of financials and three referees
  • You can service work across a region, not just a suburb
  • You have the capacity to deliver a contract if you win it
  • You are willing to spend a few hours on paperwork you find tedious

Not yet, if

  • You started the business this year and have no completed project history
  • Your insurances have lapsed, or your licence class caps you below the work you want
  • You want one tender written and no interest in the register work underneath it
  • You need a contract to land within four weeks to keep the doors open

The things people ask on the first call

It depends whether you need the full readiness build or just a response written, and we will not quote before we know which. Pricing is fixed and agreed in writing before any work starts. No hourly meter. One council maintenance contract is often worth more over its term than several years of this service. We will do the numbers on the call.

No. Prequalification through the PQC System applies to Queensland Government building work valued above $1 million, and to key trade and specialist contractors on work above that threshold. Below it, and across most council work, you can quote and tender without it. Plenty of our clients start on sub-$1 million council and QBuild work while their prequalification application is being assessed.

Quicker to be bidding than most people expect, slower to be winning than anyone would like. Most clients submit their first response within weeks. After that it is the buying cycle, not us. Expect to lose one or two early. That is normal, and every debrief sharpens the next one. Anyone promising you a win by a date is guessing.

Not necessarily, but be realistic about scale. Sole traders do win council maintenance panels, small works packages and specialist subcontracts. What you will struggle with is anything requiring significant net tangible assets or a high licence revenue cap. The eligibility call sorts this out honestly in fifteen minutes.

No, and be wary of anyone who does. Evaluation panels are independent and outcomes are genuinely competitive. What we can influence is whether your submission is compliant, addresses every criterion, and is evidenced properly. That is where most submissions come unstuck.

Quoting and tendering are different jobs. A quote is a price. A tender response is a written argument for why you should be selected, scored against weighted criteria where price is often less than half the decision. Your estimator should absolutely still price the work. We handle everything around the price.

Time and honesty, mostly. Your financials at a high level. Your licence and insurance details. Project history going back a few years, and contact details for referees. About an hour of your attention per submission. You do not need to write anything. If you can talk about how you run a job, we can turn that into a response.

You can. About forty dollars a month gets you a daily email listing every opportunity in the state. Most people unsubscribe by the third month, because none of it tells you whether you can win the job. The alert is the cheap part. Knowing which three of the ninety are worth your Saturday, and being ready when one opens, is the work.

Both. Commercial cleaning, grounds maintenance, waste, pest control, security, facilities services and trade contracting all buy through the same government and council processes. The registers differ and the criteria differ, but the mechanics are identical. Service contracts are frequently multi-year, which makes them some of the better work on the market.
